We hear constantly that leaving Afghanistan was going to be a mess no matter which way it was done, says PoliticoRyan. But France has shown there were other ways to evacuate. Here's how they got their staffers out of Kabul four weeks before it fell:
over the past two decades. Local U.N. staff — which may number up to 30,000 when all contractors and their families are included — have virtually no options to get out, and the U.N. is simply leaving them to fend for themselves. More below. It is now clear the Aug. 31 deadline set by the Taliban to finish evacuations will not be extended. But what is also true is that to get the final troops safely out by the deadline, evacuations will need to cease sooner.
That puts those U.N. staff placed in Afghan government ministries in an especially difficult position: because there is a full digital audit trail of their work. Here’s more on the data left behind:A group of former colleagues of the local staffers has had enough. In a, obtained by POLITICO, they urge him to use powers vested solely with him to order the evacuation of local staff. They “should not be asked to sacrifice their lives and safety” in order to perform their U.N.
“Stay calm. Your calm and positive interaction with armed elements or de facto authorities, should remain clear, honest and confident,” the memo insists. Female staff “may wish to consider reducing visibility” including not having women answer the door to armed Taliban members. Most of the 720 foreign staff working for the U.N. Assistance Mission in Afghanistan have been evacuated, including, the Canadian who heads the mission and is working out of Almaty, Kazakhstan. Some of the evacuated staff were given Taliban escorts to the airport, staff left behind told Global Translations. For theworking for the mission there is little or no assistance. The same applies to thousands of other local U.N. employees working for U.N. agencies in Kabul.
Advice from U.N. management is inconsistent. Even as the World Health Organization and UNICEF said in a joint statement that their ability to respond to humanitarian needs is “rapidly declining,” UNICEF is requesting its local staff continue to come into work, operating under the slogan
